Bill Kaufman is President of the firm.  The firm represents clients before the City of San Antonio,  San Antonio Water System, Edwards Underground Water District and other area governmental entities.

 

Bill is the legislative counsel to the Real Estate Council of San Antonio and is a former General Counsel to the San Antonio Building Owners and Managers Association, the San Antonio Apartment Association and the San Antonio Development Agency.  As a former Assistant City Attorney for the City of San Antonio, he has had extensive experience in handling various civil municipal matters involving zoning, platting, municipal contracting, condemnation, environmental issues and various issues relating to municipal solid waste.  His clients needing assistance at City Hall have ranged from real estate developers, billboard companies, hotels, contractors, telecommunication companies, trade associations, landfills, and river barge operators to homeowner associations, churches, schools, universities and other non-profit associations.  His practice has included selection and negotiation of City concession contracts, demolition of structures, City professional contracts, tax phase-in, TIFs, license and lease agreements.

He has been lead attorney representing business interests, real estate developers and property owners in the adoption of the City of San Antonio’s Water Quality Ordinance, Historic Preservation Ordinance, Urban Corridor Ordinance, Landscape Ordinance, Noise Ordinance, Billboard Ordinance, Tree Ordinance, Sign Ordinance, Traffic Impact Analysis Ordinance, Right of Way Street Management Ordinance and the Unified Development Code.

He was the 1993 Chairman of the Board of the North San Antonio Chamber of Commerce.  He is a member of the Board of Directors of Chase Bank of Texas and was also a past Vice Chairman of the Metropolitan YMCA, Chairman of Leadership San Antonio, Director of the Big Brothers/Sisters and a Director of the March of Dimes.

Bill Kaufman received his Bachelor of Arts from Trinity University in 1974 and his J.D. from St. Mary’s Law School in 1976.  He was an Assistant City Attorney for the City Attorney’s office in San Antonio from 1978-1980.  He is past president of the San Antonio Young Lawyers Association and a former director of the Texas Young Lawyers Association.  Bill also completed a three-year Owner/President Management Program conducted by the Harvard Business School.  Bill maintains his membership in the Texas Bar Association and San Antonio Bar Association.
